Agriculture and Livestock Development Cabinet Secretary Sen. Mutahi Kagwe has called on Members of Parliament to expedite the passage of key agriculture Bills and legislative amendments before the end of 2026, warning that delays could slow critical reforms as the country prepares for the 2027 General Election.

Speaking during a breakfast meeting with the National Assembly Departmental Committee on Agriculture, the Cabinet Secretary said Parliament has a limited window to conclude pending and proposed agricultural legislation before legislative business is affected by the election campaign period.

He noted that early passage of the Bills would prevent interruptions in the legislative process and eliminate the need for important reforms to be reintroduced in the next Parliament should they remain incomplete.

CS Kagwe emphasized that several proposed laws are critical to advancing reforms in Kenya’s agriculture and livestock sectors. He said timely approval of the legislation would support the Government’s efforts to modernize agriculture, strengthen food security, improve farmer livelihoods and create a more competitive agricultural economy.

The Cabinet Secretary also directed officials from the Ministry of Agriculture and Livestock Development to provide Members of Parliament with comprehensive, accurate and well-researched information to support informed debate during parliamentary proceedings.

He said legislators require reliable evidence and factual data to make sound policy decisions, debate proposed laws effectively and respond accurately to supplementary questions raised in the National Assembly.

According to CS Kagwe, evidence-based policy making remains essential in developing legislation that responds to the needs of farmers while supporting the Government’s broader agricultural transformation agenda.

He added that close collaboration between the Ministry and Parliament will strengthen the quality of agricultural legislation and ensure policies are backed by scientific research, industry data and practical implementation experience.

The meeting formed part of ongoing engagements between the Ministry and Parliament aimed at accelerating reforms across Kenya’s agriculture and livestock sectors. The Government has identified legislative reforms as one of the key pillars for improving agricultural productivity, attracting investment, strengthening value chains and enhancing food and nutrition security.

Among those who attended the meeting were National Assembly Departmental Committee on Agriculture Chairperson Hon. John Mutunga, Deputy Chairperson Hon. Brighton Yegon, Hon. Mpuru Aburi, Hon. Muthoni Monicah, Hon. Patrick Osero, Hon. Ruth Odinga, Hon. Sabina Chege, Hon. Justice Kipsang Kemei, Hon. John Makali Okwisia, Hon. David Kiplagat, alongside senior officials from the Ministry of Agriculture and Livestock Development.

The Cabinet Secretary expressed confidence that timely legislative action will help create a stronger legal framework for Kenya’s agriculture sector, enabling faster implementation of reforms designed to improve productivity, strengthen resilience and increase opportunities for farmers across the country.

The Ministry continues to work closely with Parliament to ensure that key agricultural policies and legislative proposals are enacted in time to support the Government’s long-term vision of transforming agriculture into a modern, competitive and commercially driven sector.
